WHERE'S PETE?--This morning another axle came to grief opposite the Caldwell House.  John Casper, with his mineral water wagon, attempted to cross the track of the street railway and down went the wagon.  Almost every other day wheels or axels are broken or badly strained at this point and others along the lines of the street railway, and yet the street commissioner does nothing himself and seems to be doing nothing to compel the railway company or the lessee to make the necessary repairs.
